This error can occur when a SCEP ( Simple Certificate Enrollment Protocol) connection is interrupted. This error tends to occur in the beginning of the school year on devices that have been manually soft wiped through the Erase All Content and Settings option. At times, this option does not wipe or reset the SCEP connection.
This issue can be solved in two steps:
1. Ensure that the iPad is not being blocked from receiving Apple Updated by the Web Filter and allow all traffic to the device and restart the iPad.

2. Perform a Device Firmware Update with iTunes. Performing a Device Firmware Update removes all previous settings and updates the device’s firmware directly from Apple’s servers, solving the SCEP issue.
